This position will be responsible for the preparation of appraisals for commercial, industrial, apartment and/or complex residential properties for revaluations, abatements, review boards, the assessment cycle, and court petitions with a specialization in tax court litigation.

The primary duties and responsibilities of this position include: •Research and prepare appraisal reports for commercial, industrial, apartment and/or complex residential properties for use as evidence in court proceedings or other requested assignments •Appear in court to defend opinions of value and testify as an expert witness in Minnesota Tax Court cases and/or any other hearings as directed by the County Assessor •Meet with attorneys, taxpayers, and any other real estate representatives to discuss valuation and assessment issues •Lead market value studies of real estate trends utilized in the assessment valuation process •Act as a subject matter expert for county wide valuation discussions
Best Qualified Candidates will have: •One of the following: ?Bachelor's degree or higher in real estate or closely related field, and four years or more of mass appraisal experience ?Six years or more of assessment or real estate appraisal experience in appraising all types of commercial and industrial properties
And: •Accredited Minnesota Assessor (AMA) certification from the Minnesota State Board of Assessors or an advanced professional designation from a nationally recognized appraisal organization •MAI membership designation from the Appraisal Institute is highly desirable •A valid driver's license and own transportation available for travel within the metro area •Experience: ?Valuing commercial, industrial and apartment properties ?Writing appraisal reports and court testimony
•Knowledge of: ?Minnesota property tax laws ?Building construction costs ?Real estate terminology ?Instruments of transfer ?Types and methods of appraisals ?Property assessment theory and practice
•Ability to: ?Communicate effectively verbally and in writing to a variety of audiences ?Make physical measurements of real property ?Walk on uneven terrain and climb stairs in order to view physical or structural features of properties ?Prepare documents; read and understand real estate descriptions, plots, maps, blueprints, contracts, and mortgages ?Make scale and digital drawings of property and calculate areas ?Analyze and draw conclusions from market sales data, neighborhood trends, property depreciation indicators, and construction trends and costs ?Use software applications to perform mathematical calculations and complete appraisal reports
