The Virginia Department of Transportation Right of Way (ROW) division is seeking to fill one Chief Appraiser position. This position will ensure the direction of the State Appraisal Program meets business needs. The selected candidate must be able to effectively plan, direct and administer the statewide Appraisal Program of the Right of way and Utilities Division. This candidate will have the ability to motivate and support staff appraisers/reviewers and fee appraisers/reviewers for the successful completion of the acquisition of right of way, relocations and adjustment of utilities. Qualified candidates must be able to determine manpower needs, determine the economic feasibility of procuring supplemental staffing to meet critical advertisement dates and provide recommendations to the Director of Right of Way and Utilities and/or Regional Right of Way Manager(s).
The selected candidate must ensure development and implementation of policy and procedures, budgets, long and short-range goals and strategic planning for the Appraisal Section. This position must be able to develop impact statement(s) for submission to the General Assembly and must have the ability to effectively correspond and interact with staff, consultants, landowners, attorneys, government officials and agencies, corporations, and the general public concerning complex or sensitive right of way and utility topics and take action to achieve positive solutions. Qualified candidates will be able to evaluate and monitor a project’s appraisal development and must be able to research and prepare specialized reports, lead special assignments and teams and serve and chair committees as assigned. The selected candidate must be able to serve as an expert witness by testifying in the Circuit Courts of Virginia as to fair market value of real estate.
This position requires a Certified General Appraiser License and a valid driver’s license. Extensive experience/knowledge in the real estate appraisal discipline including acquisitions of rights of way and utilities is also required. The selected candidate must have general knowledge of Right of Way and Utilities process, preliminary engineering, design concepts, construction sequences and acquisition law.
This position requires proficiency in the use of computers and web-based applications. Experience and knowledge of managerial and leadership principles and practices and supervising staff, programs and budgets is required. The selected candidate must be flexible and able to make decisions using sound and independent judgement as dictated by the situation to reach a positive outcome. The ability to communicate effectively orally and in writing with internal and external customers and the ability to work effectively with diverse groups, manage a complex program, interpret and apply state and federal laws and regulations pertinent to the Right of Way program is also required.
