The Florida Department of Revenue is seeking a Director for its Property Tax Oversight Program (Program). This is a senior level position providing leadership, management, and direction for the Program. The Program consists of 154 team members with an operating budget of $12.8 million. The Program provides oversight and assistance to 67 property appraisers and 67 tax collector offices in Florida’s 67 counties. The Program reviews and approves the tax rolls for each of the 67 counties annually. The 2018 tax year contained over 10 million parcels and just value of $2.8 trillion. The Program is also responsible for the distribution of approximately $29 million in aid to fiscally constrained counties in Florida. The Program is headquartered in Tallahassee, with field appraisal staff located throughout the state.
Highlights of the Program’s statutory responsibilities include:
Reviewing and approving tax rolls annually for Florida’s 67 counties.
Conducting field appraisals, procedural reviews, and sale qualification studies in conjunction with the tax roll review and approval process.
Centrally assessing railroad and private car line property.
Ensuring that all taxing authorities levying a millage comply with Truth-in-Millage (TRIM) requirements.
Providing aid and assistance to 67 property appraisers and 67 tax collectors, who are elected constitutional officers.
Supplying education and training services to property appraisers and tax collectors and their staffs.

The successful candidate will have:
5 or more years of executive level managerial experience.
5 or more years of property tax administration or appraisal experience.
A Bachelor’s degree from an accredited college or university, preferably in a field of real estate, statistics, economics, business administration, finance, public administration, or accounting.
Additionally, preference will be given to candidates who have one or more of the following:
Membership, certification or designation from a professional appraisal organization.
Completion of relevant IAAO Courses, such as IAAO 101, 102, 112, 300, 311, 312, 331, and 400.
