The City of Calgary is looking for an exceptional Leader, Valuation to lead a team of professionals in valuing a portfolio of properties for assessment purposes. This leadership role reports to the Manager, Valuation in one of three valuation divisions where they will be responsible for coordinating the diverse operational activities, as well as leading and managing the work of the Assessors and Market Analysts. They are required to foster a supportive growth environment through coaching, mentoring, performance management and ensuring quality service standards and performance metrics are met. Responsibilities include:
-Ensure the achievement of exemplary assessment decisions to inform the fair and equitable distribution of property taxes in The City of Calgary.
-Hire, train and mentor a team of assessment professionals to coordinate and develop assessment values for their portfolio.
-Develop annual and continuous work plans, and coordinate and assign team members to these projects to ensure the division’s Action Plan goals are achieved and team members benefit from growth/development opportunities.
-Develop and sustain strategic, collaborative working relationships by implementing initiatives across other divisions, business units and The City to facilitate corporate partnerships and excellence in service delivery.
-Represent work programs for the team and division at committee meetings, such as the Land Asset Strategy Committee and public engagement events with community and other stakeholders.
-Lead in the development of assessment and taxation policy in alignment with the Municipal Government Act and the vision and strategic direction of The City.
Qualifications -An undergraduate degree in Real Estate, Business, Economics, Public Administration, Commerce or a discipline related to assessment.
-A diploma in Urban Land Economics, OR a post-graduate certificate in Valuation would be considered an asset.
-A professional assessment or appraisal designation. Any one of the following 3 would meet this requirement: Accredited Municipal Assessor of Alberta (AMAA); Appraisal Institute of Canada (AACI), Professional Appraiser (P.App); or Certified Assessment Evaluator (CAE), International Association of Assessing Officers.
-A minimum of 8 years of experience in assessment, appraisal or taxation, with experience in interpreting legislation and valuing a diverse portfolio of properties.
-Leadership experience in managing a work group, monitoring performance and leading change is also required.
-Experience in a fast-paced work environment where adaptability and sound decision making are required.
