The General Services Administration (GSA) seeks a Certified General Appraiser (from any state) to work full-time in Federal government property appraisals, supervise contracted appraisers providing valuation services, and provide technical advice to the Assistant Commissioner, Real Property Utilization and Disposal Division and the Central Office Counsel.
Oversee appraisal services for the national real property appraisal program that pertain to the disposal of real property, related personal property, and machinery and equipment, and include appraisal review, consultation, feasibility studies, and market analysis.
The types of real property appraised include: unimproved urban and rural land; commercial, industrial and residential property, a variety of unique and special purpose property (i.e. lighthouses, missile sites, Department of Defense-owned properties, etc.); property impacted by toxic waste, historic designation, endangered species, vernal pools, etc.
Provide technical advice to the Assistant Commissioner, Real Property Utilization and Disposal and the Central Office Counsel on realty matters involving the appraisal program and the evaluation of property.
Serve as a consultant to other Government agencies and contractor appraisers regarding appraisal programs, policies, and contracts. Interprets specialized Government appraisal matters such as valuing property for special use value, valuing property without access, and valuing property for sale to other agencies.
Supervise contracted appraisers providing valuation services to GSA throughout the Zones. Prepares technical contract specifications, selects the most capable and professional appraisers available, evaluates contract appraisers’ proposals, reviews their qualifications, and makes such investigations as are necessary to determine the technical fitness of the contractors.
Exercise final approval and acceptance of contract appraisal reports pertaining to: real property; personal property; machinery and equipment; and fixtures. Responsible for approving payment of contract appraisal fees.
