JOB SUMMARY:  This is an exempt full-time position that involves complex appraisal duties in the preparation and certification of a county-wide real property tax roll.

ESSENTIAL FUNCTIONS

• Appraise, analyze, and review all commercial real property types within Palm Beach County using standard appraisal practices and procedures. This includes a thorough understanding and application of the income, sales, and cost approaches to value.
• Interpret legal descriptions, read blueprints, and analyze statements or records of individuals, partnerships or corporations to aid in the determination of market value; review appraisals submitted by various entities for validity.
• Input commercial property information into the CAMA system (Computer Assisted Mass Appraisal). Utilize other software as needed, included GIS applications, and Microsoft Office suite.
• Understanding of the responsibilities of the various departments in the Property Appraiser’s Office. Understanding of generally accepted appraisal practice and Florida Statute 193.011.
• Research, review, and verify vacant and improved sales. Review deeds, listings, sale surveys and other documents to determine if sales should be qualified. Determine and apply appropriate sale qualification codes.
• Manage more difficult appraisal problems, projects and analysis. This may include managing specific commercial property types and/or geographical areas.
• Defend and support values at Value Adjustment Board hearings and other legal proceedings as required; work additional hours if required. Possess the skills to interact with the public, tax agents, and attorneys in sometimes difficult and adversarial situations.
• Assist with litigation of commercial properties.
• Perform the duties and function of a supervisor where required. Train less experienced co-workers.
• Plan, organize, and administer assigned appraisal areas to ensure compliance with all policies and timely completion of work.
• Consult with taxpayers and other representatives to resolve advanced appraisal and administrative problems; explain assessment criteria; answer questions regarding property values, appraisal techniques, and statutory requirements.
• Develop, update and maintain commercial property valuation models including income modeling and CAMA adjustments.
• Establish effective working relationships with staff and act professional and courteously when dealing with the public, staff of other agencies, and co-workers.
• Maintain and update work area files and records.
• Operate modern standard office and field equipment.
• Perform other related work as required.
