The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer of the County of San Mateo, is seeking well-qualified applicants for the position of Senior Appraiser.
In general, Senior Appraisers:
Obtain, process, and analyze data for timely completion of the valuations of the most complex and specialized residential, commercial, industrial, manufacturing, technological, agricultural, institutional, mixed-use, and special-use real and personal property for tax assessment purposes
Present appraisals before the Assessment Appeals Board
Perform lead work and train new workers
The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County. Senior Appraisers may have the opportunity to work as subject matter experts in the development of the new assessor computer system. The ideal candidate for this position will be a certified appraiser with at least five years of experience performing both residential and commercial appraisals for assessment purposes, or with six years of experience appraising real property with three years of experience valuing commercial properties and will:
Appraise all types of tangible and taxable property, particularly high-value, multi-unit income-producing residential properties, large commercial and industrial properties, and possessory interest in government-owned and agricultural properties
Have good knowledge of Revenue and Taxation Code and property tax rules
Analyze appraisal-related information
Successfully present appraisal reports at the Assessment Appeals Boards
Review assessments for possible decline in value as well as appear as an expert witness before the Assessment Appeals Board as to property value
Review other assessment issues, including but not limited to, Change in Ownership, Exemptions, etc., in compliance with the Revenue and Taxation Code
Analyze and resolve complex Change in Ownership transactions involving legal entities, trusts, and leases
Interact with other county departments and governmental agencies
Interact with and engage in discussion with property owners, and their agents
Assist in training of new appraisers and perform related duties as required
Have excellent computer skills, including advanced working knowledge of MS Office, specifically Excel and Word
Be a team player and have demonstrated leadership skills
Senior Appraisers may act as lead workers within a group of other appraisers and must be able to operate in a rapidly changing technological environment. Knowledge of personal computers in a Windows environment is highly desired. Possession of or the ability to obtain a valid driver license is also desired. Candidates must have knowledge of the property tax rules and regulations of California and be familiar with Proposition 13.
The ideal candidate will possess a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization (BOE). All employees must obtain this certification within one year of appointment to this position. The person hired into this position may be required to obtain the Advanced Appraiser Certificate issued by State Board of Equalization within two years of appointment.
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
The Department is responsible for:
The maintenance of 240,000 assessments and $222 billion local property tax roll
The maintenance of County birth, death, and marriage records
The maintenance of over 3,000,000 recorded land records
The conduct of local elections
The maintenance of the voter registration rolls representing over 330,000 County voters.
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of experience performing a full range of audits and appraisals of tangible and taxable property for tax assessment purposes. Such experience is typically the same as the work of an Appraiser II in San Mateo County.
Ideal candidates will:
Have a bachelor's degree from an accredited four-year institution of higher learning, and five years of experience appraising residential and commercial properties, three years of which involved appraising commercial industrial properties for tax assessment purposes, OR
Have a bachelor's degree from an accredited four-year institution of higher learning, five years appraising residential properties, income producing properties and at least one year of working on Assessment Appeals, and have presented cases before an Assessment Appeals Board, OR
Be a high school graduate (or equivalent) and have six years of experience appraising residential and commercial properties, three years of which involved appraising commercial industrial properties for tax assessment purposes
