Want to join something GREAT and make a difference? The Department of Natural Resources (DNR) has an exciting opportunity within our Strategic Planning Office. The Strategic Planning Office Land Appraisal Unit plays a crucial role in determining the fair market value of properties when the DNR buys, sells, leases, or exchanges land.is recruiting for a licensed land appraiser to support the agency’s mission by producing quality, neutral, unbiased, and objective appraisals and consultation services that will empower you to make informed business decisions.
DNR appraisal unit also contracts with private appraisal firms, to assist in meeting the agency needs. These firms have all undergone a rigorous application process and are selected by the bid process to conduct business on DNR’s behalf based on their experience, background, and work samples. As with the appraisal staff, our contractors are capable of assisting with all valuation aspects and adhere to the same strict ethics and disclosure laws when conducting professional services. In support of the organization’s mission to manage, sustain, and protect the health and productivity of Washington's lands and waters and to meet the needs of present and future generations the Incumbent will use advanced technical knowledge to perform complex appraisals, review complex appraisals, and prepare appraisal consulting assignments.
Responsibilities:
Preliminary scope assigned projects for complexity and identification of the appraisal problem to solve.
Prepare USPAP (and when necessary UASFLA) compliant appraisals and review appraisals.
Determine the Highest and Best Use in transitional lands.
Independently conduct appraisal-related research, and establishment/management of comparable sales database by property type and by geographic location.
Independently conduct appraisal reviews, in developing and scrutinizing complex appraisal reports. Determine alternate value estimates in assemblage issues, i.e., treated differently for trespass situations and willing seller willing buyer scenarios.
Develop directions and instructions for consultants on assorted routine projects and obtain consensus from potentially adversarial parties.
Stay abreast of current developments in the real estate appraisal industry as it affects valuation methods and standards.
Assist in the drafting of department appraisal policies, procedures, and guidelines. Research title information and contact property owners as appropriate.
Coordinate site visits, including performing property inspections in urban, suburban, and rural locations, including outstate locations.
Research state and federal policies, procedures, rules, and statutes relating to land use and real estate matters on projects with unique appraisal problems.
Work with the project managers and DNR region personnel to collect necessary data.
Required Qualifications:
A bachelor’s degree, involving a major study in business or public administration, real estate, economics, accounting, or a related field. AND Five (5) years of experience independently appraising all types of real property. To include:
Proven experience successfully completing complex before and after appraisal reports meeting the Review Appraiser’s expectations from which the Reviewer issued a Determination of Value.
Proven experience successfully completing review appraisals of complex before and after appraisals.
OR A combination of education and/or experience equivalent.
OR One (1) year experience as a Property and Acquisition Specialist 4.

Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
Ability to communicate thoughtfully and respectfully resolving issues with other appraisers or project managers.
High-level technical writing skills as evidenced by college-level coursework or completed on-the-job writing assignments.
Ability to work independently applying sound analysis to make decisions, set own priorities, and meet required deadlines.
Proficient use of computers and computer software (including, but not limited to familiarity with GPS, reading maps to identify locations in rural areas, GIS, Microsoft PowerPoint, Adobe, Web, etc.).
The DNR oversees more than 5 million acres of land in the State of Washington, including rural agricultural and timber lands and a wide variety of other property types, including aquatic lands.
